The answer is a clear and definitive NO. Expect more and more restrictions in the coming months. Whatever was done in the past no longer holds true. The Burma border has been closed to foreigners for almost 2 years now. Yes, some fools can cross there illegally for a day or for a few hours but it does nothing for renewing a visa.
I have been living in China for 9 years this December. I am married to a Chinese woman. I have been to Chengdu to apply for a visa for my wife and I have heard the horror stories from many others who after years of going back and forth to interviews and wasting time and money they are still denied their visa.
I realized, why should I waste my time and money and BEG like a pauper to go to this God forsaken country? Keep it! I can spend (Not waste) a little money and travel and enjoy life in other welcoming countries rather that waste my time to try take my wife to visit the good old USA.

A short trip to any big city in the east will reveal that chinese people have changed for the better. I was amazed to see people standing in line and not pushing when I went to Beijing before the Olympics.
Lets hope these new reforms bring in some new rules and regulations that I can use to ruin some people's lives through fines. Waiting for Neddy to take the most obvious bait - No Self control!
The new Visa office is located at 118 Tuo Dong Road. There is no number on the building yet so do not bother to look for it. There are 2 passport photo shops on either side of the building. The office is located directly in front of the Kunming Museum. The bus stop is named - Shi Bo Wu Guan - Bus 1, 62, 109, 117, 145, 213, A1 and K3 stop directly in front of the office. Foreigners need to go to the 3rd floor. The Tuo Dong Stadium is located to the right of the office while Baita Road is located to the left of the office.
