Am under the impression that some nationalities (US anyway) can now extend a 1-month visa-free entry by another month on the payment of 1900 Thai baht without leaving the country. But I think the best way to find out is to go to the Thai consulate and ask them.

Not sure I could propose a better method, but methods that don't work simply makes the problem worse - cultural attitudes don't change according to somebody's policy, and if coercion is necessary, it's got to be effective and not just breed contempt for the enforcer.. .
