It's from recent cloud seeding. Sometimes they mix too much silver iodine into the clouds. This info comes from my brother who is studying to be a meteorologist. We live south of KM and hear about the cloud seeding taking place in and around the city because of construction pollution.

Every once in awhile it happens in our city. Usually we know when it takes place because we can hear the cannons going off.
