The new laws not only apply to Foreigners but are going to be national. It's not so much the laws that are the problem but the way they are being applied. If you do not have a license for your dog you have either the choice of letting multiple policeman beat it to death in fornt of you or trying to devise some other way of killing it yourself. Large dogs have been put on a list of dogs that cannot be kept: Strangely enought this list includes Labradors and Golden retrievers. These laws really havent been thought through and out of top of that are being enforced without humanity.
