Hey guys, I am currently searching for two small panniers that I could put on the front rack of my bicycle. I have been in 6 shops in Kunming but I only found some back panniers... So if any of you have or know a shop where they sale this article, just tell me! Also, I am currently looking for a good second-hand 2 person tent for my trip. Thank you!

There are several outdoor / adventure specialized stores in KM.
Our shopping mall (New Asia Athletics park) has a small outdoor section downstairs (various sellers).
Luosiwan International Trade City has also a number of vendors who specialize in travel and camping.
For the panniers, I'd defintely recommend checking taobao. It saves time and effort with often free 2-3d day shipping.
