US voters: mailing your ballot for free

Has anybody done this yet? I've filled out my ballot and printed my FedEx airbill from the site, but I don't know where to bring it to send it. I tried calling FedEx's China customer service and they were extremely unhelpful. In fact, they claimed that it was impossible for me to send this package due to the fact that it is being billed to a third party. They also wouldn't give me the phone number for the kunming branch...

Ok, after a bit of a runaround on the phone, the answer I got is that you have to print out your airbill and bring it to the Kunming FedEx branch, which is down by the airport. I'm planning on taking bus lines 1 and 118 to get there. Here's the address:

FedEx Kunming Station:

机构名称联邦快递中国有限公司昆明分公司
机构地址昆明市官渡区日新村448
邮编:610041
工作时间周一至周六 早十点至五点半
联系电话:0871-6322188 / 6322178 / 6322180

My name is Aaron Rupert, and I am a consular officer at the US Consulate in Chengdu. We have some information up about the FedEx/Express Your Vote program on our website at this address: chengdu.usembassy-china.org.cn/vote_2008.html

If you can, when you print out your FedEx waybill, staple a copy to your ballot envelope (in a way that you don't staple through your ballot if you can), as the waybill acts as your postmark. It's in the online instructions, but a lot of people have been missing it. If you did not do so, it should not be a problem if your ballot arrives before the election.

If anyone has problems with the FedEx/Express Your Vote service, or any other questions about voting in 2008 let me know at ConsularChengdu@state.gov.

Thanks Mr. Rupert. I continue to be impressed with the service I've received from both the Shanghai and Chengdu consulates.

Just an update: get those ballots in soon. Contrary to what is indicated on the Overseas Vote Foundation website, my ballot is going to take much longer than one day to arrive in Maine. I mailed it yesterday and the FedEx tracking information says it will arrive on the 27th.

If anyone needs a last resort, you can bring it to my office on 77 Xichang Road; we have a relationship with fedex and can have them drop by to pick it up. Message me if you need. Sorry for giving the impression that it only takes a day!! I got my email confirmation that it arrived the other day.

Please note that Express Your Vote, the FedEx/OVF initiative discussed in this thread, ends October 29, 2008! So send your ballots as soon as possible.

If your ballot hasn't arrived yet, then go to Overseas Vote Foundation (OVF) or Youth Vote Overseas (YVO) to generate a Federal Writen-In Absentee Ballot (FWAB). The program lists the candidates running for federal office in your voting district and gives you the address to send it to.

To fill out the FWAB or to Express Your Vote go to this website: www.overseasvotefoundation.org

P.S. In some states you can still register to vote or request a ballot -- see the site above for all the information you need.
