just did a quick search on taobao.
they have hemp oil and shelled hemp seeds (not cheap). i didn't see any flour. take a look.

I suspect it is aka flax seed meal/flour. This is used a lot in baking. Lots of it listed on taobao as 亚麻籽粉

Hempseeds and flax seeds have different nutritional compositions. Ground hemp seeds are high in protein but very low in thc (some countries might still ban it though), and flax seeds are high in healthy oils and good for men's health (better when freshly grounded)
