Potentially major pollution issues aside - I believe this refinery will be used as an export point for refined petroleum and derivatives, to SE Asia.

I think the refinery is to be used to process crude oil piped in through Burma for the South West of China. I doubt any oil will leave China at the moment.

China is the second largest oil importing country, second only to the U.S. The China-Burma oil pipeline is being built, in part to enhance China's energy security. It seems strange that a refinery would be planned and built for the purposes of exporting refined products.

Pollution issues should never be an aside. If you live in Beijing, Qingdao or Shanghai you might consider pollution in Yunnan a small thing. Unless of course, you are asked to migrate to a new home downstream from the new refinery. In that case, the malaise you might encounter is an early death of your only child by pollution induced cancer.

The U.S. has made great improvement in controlling pollution. U.S. restriction and regulations have caused the production of dangerous chemicals to be exported to China. Sadly, the pursuit of almighty GDP provided reason for some Chinese almost-capitalists to welcome the business.

Building a refinery for export and assuming the pollution risk brings to mind the Great Leap Forward, 大跃进,1958-61. Tragic polices, in those days, resulted the simultaneous export of food and the starvation of, perhaps, millions of Chinese.

Um...yeah...import, not export.

I was watching the conference on k6 on TV. Just watching the guy speaks makes me wanna throw up. You can tell he has been bought and paid for to paint everything rosy. They don't give a damn about the environment. It's all about the RMB.

The crude oil that will be processed in Anning is from the pipeline coming from Myanmar (The crude oil is landed there from overseas, mainly Angola, Sudan and Iran*). Parallel to the pipeline runs a natural gas pipeline transporting gas from the Myanmar part of the Andaman Sea. The natural gas will be used for household use and for process energy for the industry (Including the oil industry). Part of the processed crude oil (Petrol and diesel) will be exported to Myanmar in payment for the use of the harbour, pipeline protection (Myanmar army) and other services related to the pipelines in Myanmar and for the natural gas from Myanmar.

The processing of the crude oil will have negative effects on the environment. The only good effect will be if "clean" natural gas will replace coal as process energy in Yunnan.

*] Western restrictions on import of oil from Sudan and Iran makes this oil cheaper on the world market. Using any oil based product in China supports the regimes in these countries.

as a local who lives both in kuning and anning, I object! the government does not care about locals because they are not elected by the locals.

There are so many corrupt officers that any information that they give has to be taken with a grain of salt. Of course they want to built this. It's all about the money. To hell with the environment and what the people want.
