i am also interested in the new rules, if anybody has information about this it will be most welcome.
When I went to the test centre to register for a test, they gave me ecopies of everything I needed to swat up on. They will offer to book your test in a week, but you can ask for a later date.
I've got a copy of the 2013 test, given to me by the nice folks at the Traffic Control Department of the Public Security Organ (heheh). If anyone wants one PM me.
Apparently this version of the test I've been given by the Traffic Bureau is also old. At least that's what someone told me after looking at the file and what I read here:

Ask the question to the test centre. It may be that the new software and/or machines have yet to roll out to Kunming.

@Dazzer I'm hoping they haven't rolled out yet. I'm trying to figure that out. Also I did email that person and am waiting to see if they can send me whatever they have.

I heard from @tabilia that the test she took in Kunming at the end of January 2013 (about 2 months ago) was more like the old test, with the regular multi-choice and true/false questions and static images. She said it had new questions about the new 12-point system, but otherwise was the same.
The new test, which you can see samples of at www.chinese-driving-test.com, and which is in place at least in Shanghai, uses many new questions with lots of animated images showing things like: someone talking on a phone, illegally turning into the wrong lane, speeding, taking illegal turns etc. You have to watch the animation then indicate how many violations were shown. The new test also seems to have multi-choice questions where you must select ALL of the options that are correct, instead of exclusively choosing one. Seems like studying for it will require a lot more time and effort than the older test.

Just a word of caution using google translate or chrome translation tool.
The translation you get will not be in the same Chinglish as that used in the official (translated) test. Some of the question I studied for my test were barely logical/understandable, but I knew that the answer required for the test was..
"A - Peeling traffic cone when riding the wheel"
Other answers just seemed wrong, but I learned to recognise the seemingly wrong answers for the test.
Just another thought.
The new for 2013 animated test may not yet be available in English and so they are using the old style test, with just supplementary questions about the 12 point system, for non-Mandarin language users.
