Why all shops closed?

Often when shops are close and it's not a holiday, it's because inspectors are coming around. Somehow they get a head's up and close shops.

Did you simply make the mistake of being up and about in Kunming before 10:30am?

Many people are heading out of town early for the Spring Festival. If the businesses are not owned by locals, that might explain why some are closed.
