Generally speaking, when we talk about 220/230/240 volt countries it is implied that they are 50Hz, and also that the 110/115/120 volt countries are 60Hz. There are some rare exceptions of course. (Antigua)

There are probably other reasons you shouldn't just go directly plugging 230V asian/euro appliances in Canadian 230V outlets...like the fuse not being properly rated.
