I don't know that green lake one, but you could attend spring city toastmaster meeting at 7:30 every Thursday night in rise school on Beijing road. It's better than English corner and visitors are warmly welcome ! For more information please check our website: www.toastmasters.org

Thanks @xiashengli. I'm sure the toastmasters is a great event but, as explained in previous posts, I think a public, outdoors English Corner is a different, and quintessentially Chinese, experience. Hopefully the Green Lake one is runnning again now... we'll see.
As a former Toastmasters member, I will second what Ocean says. Toastmasters is more about developing public speaking and leadership skills, predominantly in English, although there is a Chinese language skill branch.
English corner is about developing colloquial speaking skills, and socialising. Again, mostly in English, but there are language exchange opportunities.
Both are serve a different purpost, and both are equally important.
Surely some kind soul who reads GoKunming knows whether the Green Lake English Corner is up and running again??

Yes, the Green Lake English Corner is up and running depending on the weather. It generally has people showing up around 7:30pm and lasts until about 10:00pm on Thursday or so depending on the participants. However, if it rains, it tends to be cancelled. It takes place in front of the Green Lake Hotel.
