There's a cosulate with a visa section in Kunming.
Over the years I made several trips to Laos. At the Laos embassy in Beijing, which way close and handy, service was fast and easy but I never saw anyone else in the visa section.
After coming to Kunming, I went to the Laos consulate on North Cai Yun Road, which was a long taxi ride and a long walk from the gate to the consulate. When I got there, I was told to get the visa on arrival as they would do visas for Americans in Kunming. It took about an hour to get a taxi home. This was in 2010.
After that. I got visas on arrival with no problems. One time I landed in Vientiane without visa photos which was solved by paying $2 USD more for the visa.
Getting a visa on arrival in Vientiane was always quick, less costly in time/costs and painless, for this American.

Laos is as lax as they come. We went to get our visas in advance, but needn't have bothered.
I was there in July and have gone several other times over the past few years.
Am American - no issues, ever. Chill as can be. Always best to pay visa fee in USD and bring a PP photo, that's it. 30-day visa, simple.
