Cheapest hostel which writes registration form?

Suggest you go to the Hump, get a bed, pay for it, tell them you are applying for a visa extension (is that it?), show them the form, see what happens.

That is the tear-off portion of the form that the local PSB (i.e., the nearest cop station to where you are staying) creates; the tear-off is the part that you keep to show that you have registered. If you stay at a hotel or hostel you should not need to go to the local PSB to do this, as your registration at the hostel/hotel has records for the PSB to check, if they want to; if you don't live in a hostel or hotel then you simply have to go to your local PSB and register there directly, and in person (I think).
Just make sure you have evidence from the hostel that you are staying there when you go to the PSB visa office.

The PSB rule - if you reside anywhere for 24 hours or more, you must register with the PSB. As noted prolifically above, if you're in a formal hotel, your registration at the hotel is sufficient.

Also - if you travel outside for 24 hours or more and you're NOT in a hotel, you MUST (technically) notify the local PSB. When I did this - they just shrugged their shoulders, grunted...and nothing. I did this as I was leaving Kunming AND Yunnan for a few months, nobody seemed to care (or they weren't trained in how to process that information - I'm positive they're supposed to make a remark in our computer file)...but Kunming tends to be more lax or complacent in security than other places.

Kinda strange you have a form from the PSB that needs to be filled out and returned. How did you come in contact with the PSB?

I have traveled to more than 90 cities in China, stayed in more than 200 places of all kinds, and never had contact with the PSB when traveling.

Any commercial place you stay at is responsible for reporting you and your information to the PSB even if you stay at the same place for weeks or days.

Staying at a private residence beyond one night is more complicated.
