I aint agree with that JanJal. China as most Asian countries - have these waves of prioritising law and order. These waves come and go, and there are certain illegal activities officials focus to crack down on at certain times. Usually its "smash" a certain phenomenon at a certain time. Sometimes warnings are put on red banners on the street too, and you can read about these crackdowns in news too when highlighted.
Say, you go in january and complain to cops about illegal majiang gambling and prostitutes on renmin lu - they wouldnt care at all, as in fact some of the cops even like themselves to go there on freetime - but in june when the crackdown on this issue has been issued from beijing, they may take you more seriously.
At the moment illegal working is as innocent as being a prostitute or selling fake t-shirts on the streets. As long as you aint a moslem selling shady firecrackers. Its actually funny to see all those men with black cars now talking seriously about environment issues, when about 3 years ago they were laughing right in the face of these issues.
If they really wanted to deal seriously with illegal workers this thing would be fixed in a week or so. Some of you guys wouldnt even have the time to finish your beers, before you got a blue mark in the ass and fly across the border like a wet towel. Those who were around when SARS was going on, or when they cleaned up for the olympics, have some insight in how effective the net can be when its really taking effect. Now its not. There was a crackdown on illegal foreigners in Yunnan over 10 years ago, involving over a thousands of cops, but right now theres no need for that. Unless the laowai community starts dealing heroin. Its such a minor issue. And they are busy with more important issues which is exactly how it should be. Right now, who cares about some backpacker teaching english and is desperately trying to bang local girls. Nobody.
The BIG deal now is the rotten Meat. I am sure it will pass in a few weeks. All eyes on any rotten meat.

You could be right from a certain angle.
My argument was mainly that a good detective for illegal employment will not make a good detective for drug trafficking, so even if government focuses on one area of crime, the actual working resources in previous focus area will not re-focus so easily.
It could of course be, that if local policymaker focuses on another field, then the other departments just become lazy with no one breathing on their neck to get results.
There is analogy with that, and demand with the manhunt for corrupt officials not being just a temporary project of current administration, but becoming institutionalized as permanent state of things.

Unless those 'backpackers' are taking away your legitimate job as a teacher, don't worry too much about them. Worry about you. You have to pick your battles and battles that you can win.
When the EXPO was happening recently the 'cheng guan' came everyday to get rid of those 'illegals vendors'. Now that it's over, they come around when they have an itch up their ass. Peter99 is spot on. As HCAMPO said, right now they are focus on the 'zombie meat' scandal.
Why would a Real teacher care about a backpacker teaching English?
I doubt that education institutions in China mention the real qualifications of their teachers to their customers, and past experience of foreign teachers affect employment opportunities for future foreign teachers.
If some family paid extra money for their first child's English education, and that teacher happened to be an "unqualified backpacker" which showed in the results, they would consider twice before paying for any foreign teacher in future.
But that is as much (if not more) a problem for the schools as it is for the qualified teachers, which may be why many such establishments are short-lived.
Now this is different, if this backpackers gets the job in a school in some remote mountains where no other foreigner has ever set foot. But in that case he will probably compete with a local high school graduate English" teacher", who might also bring income to his or her family from that work.
