Me (foreigner) and my wife (Chinese) are planning to have a baby.
We will need the child permit (it will be her first), and I have a couple of questions about that:
1. She does not have Kunming hukou. Does she have to go back to her hometown to get it or can she get it in Kunming?
2. Do I also need to provide some certificate of not having children already?
Recent experience from Kunming (or elsewhere in China) preferred.

Why do you need a permit to have a baby? Is this new? We didn't need it 1year back.
My wife doesn't have kunming hukou, but she doesn't seem to need one.
You have the baby (I recommend to marry first) easier for citizenship stuff for the baby. Less paperwork, depending on your nationality.
Well all Chinese need a permit to make baby in China, all of that population control. One-child policy and all that.
You're saying your wife had a baby 1 year ago without birth permit, or is she expecting now?
If a Chinese national is married to a foreigner, the population control rule doesn't apply. At least that's what I heard last.
What nationality will you be choosing for your baby? If he/she is going to have a foreign passport, you'll have to go to the police to register a few days after birth or risk being fined like this guy: imagethief.com/[...]
now we have a baby 15month old, no permit. We registered, got all certificates after birth, and nobody bothered, troubled or even asked for it.
I think you may have to get e certificate for a second baby if yu are, chinese-chinese couple.
foreign to Chinese you can have a soccer team of kids and no problem.
A friend of mine got their second kid, the cops called him to pay his fine, he said the kids are both foreign passport holders, he send the passport numbers and birth certificate numbers. Cops called back 30 minutes later, quote" Sorry for the troubles." ...quote end.
The child will born and raised as Chinese, so all those foreign/dual passport issues are out of topic.
I was under very clear understanding that Chinese women need a child permit, or most/all Chinese hospitals refuse to admit her for delivery.
I don't understand why this wouldn't apply, regardless of husband's nationality.
Probably most mixed marriages aim for the child be given foreign passport, and therefore lack of Chinese hukou and related benefits is not an issue.
But in our case the child will be Chinese, and will need hukou sooner or later. Maybe child can be pulled out without the permit, but then getting hukou might be tough if you didn't have permit for the child.

I've never heard of a permit BEFORE birth. Would probably be wise to check with the local police AND the psb.
sounds like a thing of the past, i never heard anyone, chinese or foreigner, getting any certificates before the child is born.
The hukou would be usually the place of birth of the child, at least it would be added in the family hukou that it was born in kunming. Hukou rules are slightly bendable in the rural parts of china. Either way most paperwork is done after birth and the government offices tell you what to do. go to the psb and ask, for your case specifics.
baby if you are not married is a problem though. are you married?
Find out where the local baby control office is (I know it's not called that!). There is normally a small government office in each area, normally attached/close to a police station. They'll be able to tell you the rules, not a bunch of foreigners on an expat forum.
Anecdote, so don't quote me! Scottish friend of mine married to Cantonese lady (in Guangzhou). They had to go to the local population control officer & get a baby book before the birth. This showed she'd not had a baby before & they could then access hospitals for ante-natal care & the birth.
Chinese friend of theirs, with hukou in Guangxi also had to do the same thing, in the same area (Austrian husband). Location of her hukou wasn't an issue.
Both babies registered as Chinese after so in these cases the baby books were needed.
So....get you wife to speak to the local government population control office to find out the exact rules. They are there to help!
