Like it's been said earlier, it has to start at home and have the authorities being involved in the change. It's not going to be efficient on the long term if people still think that unruly behaviour is correct or justifiable while at home.

I like to read the comments section of these type of articles. Everybody pretty much says the same thing. Especially those living here. Ha.Ha.

I had a quick read of those comments and there are some pretty worked up foreigners living in China lol

1 easy step to avoiding bad behaviour:
stay at home (either in your apartment in China or your 'home' country, providing it isn't China!)

This is what I do, and it works well.

But then you get the next door neighbour talking loudly on the phone outside his door at 3am, and the upstairs neighbour doing renovations every first monday of the month while his wife walks around in their home in high heels for an hour and a half before and after she goes out.
