@Alien: Sorry to confuse this thread with my gratuitous, tongue in cheek, "root of this problem is the USA" comment. My point was to disagree with laotou's theory that the ills, or malaise, as he puts it, are caused by the inferior peoples currently inhabiting Yunnan and can be cured by importing superior folks, to correct the situation.

Frankly, I interpret this to be a criticism of indigenous people, and to be corrected by the imposition of good old Han know how, strictness, and ethnic 关玺 to improve business potential for 汉族.

Laotou is correct, from a 汉族 perspective anyway, that this is a common practice in China where 关玺 rules. I would disagree as to the effectiveness of this policy, witness Tibet and Xinjiang. (For the record: I consider Tibet and Xinjiang to be integral parts of China, not to be split off.) I do feel that the heavy handed and insensitive 汉族implementation of policies and for forced assimilation creates more problems than it solves.

The Roman, Persian and Mongol empires owed some measure of their success by granting citizenship to conquered peoples. The Chinese paradigm seems, in practice, to convey limited citizenship, restricted by关玺 and the hukou system, with lower educational, economic and social opportunities which results in lower expectation that fulfills the汉族 need to feel superior. Our friend laotou glibly adheres to typical 汉族 thinking whilst posing as, I think, an American enlightened by his 汉族 roots.
