Yes. That's one of the many reasons why laowais enjoy China.
The short answer is, "Yes." The longer answer is, you may drink alcohol in public unless or until you become a public nuisance - rowdy, noisy, in the case of an intoxicated Brit trying to grope a woman at a bus station in broad daylight - seriously no (deportable).
I think groping women in public is as a matter of course frowned upon in pretty much every country (except Japan). Drinking in public in China - definitely OK. In the past I've found toting a bottle of beer in public earns me plenty of approving smiles. I once spent half a day sitting next to Dian Chi drinking beer outside - I was never alone because there was a steady stream of people coming up to me wanting to chat with the friendly beer-drinking laowai.
A shame the beer is like piss.

Don't drink in mosques or inside the 1st floor of Xinjiang and Uighur restaurants. Not sure about temples, but can't say I've seen any public boozing at or around any temple before.
fyi: you can (and should be) be thrown in jail in india for groping a woman!!!
