Yes, the road from Chuxiong to Dali is under construction, it will take 8-10 hours if not traffic jam, i advise you could choose the train, the soft sleeper is not expensive, just about 280rmb, but it is a little diffcult to buy it from train station, you could ask the tour agent, if you can not get it. Shaxi Village is in Jianchuan county of Dali, and could overnight in Shaxi, the hostel is ok, at least have water-clozet, that is all i know.
