Best place for foreigners is Wenlin Jie. It has a number of cafes and bars catering for expats. Salvador's, just around the corner, is also worth checking out. Green Lake is within walking distance and is a pleasant place to while away some spare time. Regarding books, Mandarin is ok if a little expensive. Best advice is just to go for a wander and see what you find. Most expats are extremely helpful, too, so striking up a conversation is a good way to gather handy tips.
