I think the OP was just asking about water rationing caused by the lack of, decrease, or increase in rainfall - not a definition of the word Drought. Easy to understand since the last few years have seen a decrease in the average rainfall for Kunming. I would not care about how much rainfall there is in Xishuangbanna or how much water there is in the rivers in Nujiang if my water was cut off during certain hours of the day here in Kunming.

Once again, I cut and paste my original post - so that you can read the complete sentence. OR - is a conjunction so it is still part of the original sentence. Once again you focus on the TV show but ignore - anyone with a counseling or psychology background. Also can include any good parent who can tell when their kids are not telling the truth.

Anyone who has watched just a few episodes of Lie To Me, or anyone with a counseling or psychology background, can easily see that Chief Oates is lieing. His demeanor, affect, body language, change in posture, when receiving and answering and avoiding questions is very clear.

This is NOT a debate about what credentials are needed for a court of law to be recognized as a EXPERT witness. The average layman can clearly see that Chief Oates is not telling the truth.

The new Visa office is located at 118 Tuo Dong Road. There is no number on the building yet so do not bother to look for it. There are 2 passport photo shops on either side of the building. The office is located directly in front of the Kunming Museum. The bus stop is named - Shi Bo Wu Guan - Bus 1, 62, 109, 117, 145, 213, A1 and K3 stop directly in front of the office. Foreigners need to go to the 3rd floor. The Tuo Dong Stadium is located to the right of the office while Baita Road is located to the left of the office.
