First step is look for IP patterns between users.

Even with vpn use there will be some pattern. If they are using multiple free vpns to keep from a static ip pattern, its pretty easy to figure out by just using any search engine to ip search it.

Once you find the company, you can easily request logs from that specific company. Once you get the logs from the server you'll have their true static ISP ip. After that call the ISP and report the issue.
