In any case, if the point of reading the QR codes is to track who may be infected, I'd say it is safe to assume that if you live in residential complex where infection has occurred, you are to be assumed potentially infected just by having your address there, even if you were not registered going in/out in the system - since for many reasons such coming and going is not bulletproof to track.
When we came back to Kunming, we were given one such temp card, and were told to fetch the real card 14 days later.
But for time being (after the first entry anyway), we have not needed to read QR codes nor present the temp card.
Or even use our keycards to open the gates ourselves - but that may be because we usually come carrying more stuff than we would normally, so they're just being helpful.
Could you find out who pays, and how much, anyway?
Wife just checked the Green Party offer, and told me that the delivery would be only after March 22. So don't know if "dire need" is applicable here.

Perhaps, but it equally helps to cultivate ignorance of all the labor that has been put into creating that experience for you. At least I would allow you to feel discontent on behalf all the people who don't have enough, whether they had part in creating the croissant or not.
I't shouldn't anymore be about what you have or don't have, but what the other 7.7 billion (minus 1) people have or don't have. That's where the musings of Buddha (as quoted above) go wrong in this day and age.
