I was traveling from Kunming to He kou the border of Vietnam, in a night bus when a man trying to steal my bag, I got up and shouted to him, but he opens his knife ...every one pretended he was sleeping, driver doesn't give a shit .

This is instead of Passport and visa for Chinese citizens, not for foreigners. Once Chinese citizen has obtained passport and visa he no longer needs these travel passes.
Any updates on the situation of border crossing now, is it still required to handle travel permit first to cross border ?
