I have seen them in markets all over town for about 5 kuai a kilo. I guess just ask around at markets. Maybe also try that really big central market on Xichang Lu, and other really big markets.

I need to find these markets next time I'm in KM. I've been paying 10rmb per half kilo plus shipping. That's the cheapest I've seen them on Taobao. My city does not have chick peas at all.

Wicker Basket west location sells canned chick peas. Haven't seen them for sale fresh in any of my local markets. Plenty of soybeans fresh right now.
