Yun An Hui Du - Xi Shan District - near Majie (west) Bus Station. Has both outdoor and indoor Heated pools. Near the corner of Er Huan Road and the offramp that goes to Dali. You will see a big lumber yard and you can not miss the big white dome of the Hot Spring Resort.
Clean? Only one I know which is large and has hot spa's too.

New Asia Athletics Park has begun this year the construction of it's olympic size swimming pool. Completion date: unknown.

Does anyone know of, or use, a swimming pool which is toddler-friendly, ideally reasonably near "central" Kunming (Yunda/XiaoXiMen etc).
Also, does anyone know where you can buy "waterproof" nappies/diapers to avoid in-pool accidents (for my son, I should add!)
Waterproof diapers - difficult to find in KM. Try the stores inside Ginko, Watsons, Carrefour, and Walmart - although only those around expat areas, as expats are the only ones who care if their kids pee in the pool...MOST chinese kids are mostly potty trained and out of diapers by the time they're 1 year old (walking).
Failing all the above locations - taobao.com or it's online equivalents are guaranteed wins...if one can plan ahead.
A cloth diaper cover works quite well as a swim diaper. You don't need them to be absorbent. Swim diapers only hold poop, not pee. I actually have some that I could give you, since we brought cloth to use for nighttime and Thora doesn't need them anymore (yeah!). They're pretty beat up, but they should fit.
