Police here & everywhere might be criticized & probably should be, and are, but they are not useless. I got a cellphone back thanks to somebody who found it, gave it to the cops, who called the last number on it that had been used, which was a friend of mine. I went to police post, picked up phone, etc.
Yes, we'll be having GPS and a steer-locking-bar probably.
(Chinese used to have these a lot but lately no one focusses on this anymore).
We'll probably add some artwork too and our business name.
The police told us it was the same guy. Hope he spent some time behind bars, although it would have been nicer if he spent time at our bar (alcohol) and gave us back our money. hahaha
About an hour ago my brother's scooter was stolen in front of a store. People stood there watching and didn't do anything. (reminds me of the 3 monkeys)
A police car and officers were a mere 100 meters down the same street (where the theives may have come past). I asked them to come along and help my brother.
Their response: "that part of the street isn't part of our neighborhood and thus not our responsibility. You have to go to the police station on the other side for help."
Later they went on patrol... or so it seemed. I found them back at a corner store buying water and soda.
I feel suddenly a lot safer living in Kunming.
Advice: build in GPS trackers in anything and everything.
That includes bicycles.
Of course I didn't think of that before it was stolen. But I'm considering putting trackers even in my shoes now in case I get kidnapped for ransom a-la Mexico style.
Did you lock the wheel of your scooter? Here in China you should always lock the wheel.

I had a scooter stolen in Jiangsu and learned my lesson the hard way.
Additionaly, if you are leaving your scooter for a long time or days, you should not only lock the wheel but chain another part of the scooter to a post.
I have given my bike a custom (crappy hand painted) paint job. I have seen scooters with the same, one with just sweeps from an aerosol paint tin. This should make the bike much less attractive to second hand bike dealers/sellers. Thieves with any sense will know this, and steal an easier bike to fence.
