I am moving to Kunming next month from Hebei and am looking for a cheap apartment. Anyone have any experience with this? The ad's i've seen on this site from other foreigners are just too expensive. Anyone have any details on real estate brokers I can contact in KM?

Define "cheap". You need to be more specific in what you want. Do you want to live in the North, South, East or West? Do you want to live in the the city center? What price range are you looking for? Maybe renting a room is best for now until you get the hang of Kunming.

I need to be in the wuhua district if possible, or nearby. Rent needs to be 1000 kuai a month or less. I can't rent a room as I will be bringing my dog with me. I don't think house mates would appreciate that. I don't care about furniture. Just the basics are fine.. bed etc.

I think you are going to have a very hard time finding something for 1,000 a month or less. That was the price about 2-3 years ago. I'm not saying that it's impossible but in the time frame that you have, you are going to have to be 'at the right place at the right time'. As far as the dog, it depends on what kind of dog and the size of it. Also whether it's a well-behaved one or not. Maybe someone else can chime and help you. Anyway, good luck.
