that's one possibility. another is that they know every nook and cranny like the backs of their hands but derive a twisted pleasure from keeping people guessing and frustrated at not knowing what will and will not work on any given day.
If you think that 'they' don't know that you guys are using VPN or any other 'proxy' think again. It's their jobs to know.

The firewall cops don't need to read gokm to block VPNs. VPN traffic carries several unique IP signatures (you can read the spec online if you're truly bored), so the carrier need only scan the trillions of IP packets for that unique signature, extract the destination IP address, then block it - or worse - blackhole the traffic. Blocked traffic will issue an error message. Blackholed traffic just times out, which is probably what most of you are experiencing.
