Where are some good places to take (study martial arts)? I can afford 300-500rmb a month.
How many secessions a week would this result in?
If possible I would like 3 secessions a week. However, that is probably not possible for 300-500rmb a month?
Also, are there any places that have teachers that speak English??
I think it depends on what kind of martial arts you want to study. Just about everything seems to be offered here in Kunming: Karate, Gong Fu, Tai Qi, Aikido, Tae Quan Do, and Qi Gong. There is quite a variety out there. I have seen posters around town with Karate offered by a Kiwi (New Zealander) so if you need English there you go. However, I would guess that learning a martial arts has more to do with watching and imitating so even if it were held in Chinese it wouldn't be much of a problem and it would also most likely improve your Chinese language abilities.
