Authorities in Beijing have introduced new regulations for public lavatories stipulating that they should contain no more than two flies.
I can see this catching on in Kunming, as well at will be applied in Beijing. Equally applied.
I assume any more than 3 flies and at least one gets swatted.

Alien flies, minority flies and flies not holding a Hukou are exempt.

I wonder if bees and othe flying 'things' are counted. what about abnormally big or small flies? surely 3 small flies or one really big one would be equal to 2 regular sized ones.

Depends - in the USA - they'd just legally declare all flies are now zippers, then away you go again...aka waterboarding is now legally known as aggressive interrogation - so it's no longer torture, kidnapping is now called rendition, so it's no longer kidnapping, and TSA is now an organization, so we're not allowed to call them thugs, morons, cretins, imbeciles, and other similar labels under threat of being labeled ourselves as terrorist threats and placed on terrorist watchlists, subject to aggressive interrogation and rendition.
I love my country - but these things force me to ponder what is happening at home.

The current admin does not like old people. Does not like expats either. As I am old and an expat and a Conservative I used up all my strikes.
Maybe I can get a job in Beijing as a Hygiene Vector Control Agent. I'll check with Yang Rui to see if it is ok.
I think they shouldn`t be too strict on that rule because it could cause lots of trouble if puplic toilets get closed...

Like LiPeng - no single man or woman can move a nation like China or the USA - it takes the support of the key government backers. The USA has been in a downward spiral compliments of both parties. Hopefully, the eventual withdrawal of the military from Afghanistan and Iraq will help the economy recover - but too late for we old geezers.
As for Beijing toilets - is the two-fly some kind of toilet ranking? Will we begin to see one-fly and "no-fly" (cheap shot at NATO) zones?
