I managed to do that in 2008 and it is difficult but can be done. I know a local realtor who can speak English and has been through the process once (with me). Let me know if you want more info. There is a very useful book that I used (bought via Amazon) called Chinese Real Estate Law (in English). Cost me about $300 sadly but worth every penny I though.

For the purchase price of a house - I'd suggest you hire an attorney experienced with helping foreigners purchase their properties in Kunming - ask for references - and actually interview the references. Chinese real estate is filled with intricacies that are not commonly seen in the west (aka USA) - for example the remaining period on a leasehold (you buy the house - but the land or space in the sky is leased).

As in other countries - you may also wish to investigate purchasing bank repo's for some stunning deals (as long as the place is vacant and the title is free and clean of liens and other liabilities).

You may also want to check thebeijinger.com as I recall someone (or a company) posted an autopsy of their apartment purchase process.
