Yeah Tobacco Bar is probably the best place but if you don't care too much about the quality then at the bird and flower market theres plenty. It comes really packed, so prices sound expensive when you ask but they'll show you how a pinch of tobacco will fluff out to a bigger size. They also sell papers but often they're fakes and the glue is useless...

i bought some for my friends, from any vegi market. there is a big one on da guan lu. the name is 篆塘蔬菜批发市场zhuan tang vegi market. that is the biggest vegi market in kunming.
