My impression is that you might need to do it at the police station responsible for whatever area the "problem" occurred in — but that may depend.

Might be best to find a Chinese friend who can help you. Also, lots of locals out there are looking to practice their English, especially in return for a meal or whatnot.

The Kunimg Public Security Bureau on Beijing Road near the Catholic Church (Catholic Mission) may be the best bet.

Yes. Go to the one on Beijing road. Start at the Visa office, which has English speaking police on duty. They all work for the department that handles foreigners and foreign affairs.
