Hi I am hoping to arrive in Kunming in mid July and will need the health certificate on my phone as a foreigner can I get that through WeChat or do foreigners have another procedure

Are you talking about the app? If so they are available on Alipay and Wechat.

Every province you go, you have to scan and install 'their' app. We have been to several provinces and it annoying. You would think they would have only one app for all of China.
