@kaddi - I may have read your initial post incorrectly - but your original post did specify "...best is a scholarship...".

These guys exceedingly difficult to move or influence - so your only option is to try to fit into their box of bureaucracy.

That said - it's ALWAYS possible to get special dispensations - if you really want to attend PuEr and you've missed the application window - you can try to get your embassy to write a letter of recommendation to the ministry of education (or whatever it's called) and let that thing trickle down the chain to PuEr.

Otherwise - you'll need to think of something else to do while you wait for next year's application window.

As someone not being involved in neither research or education, I would question how much these bureaucratic, communicative, and other troubles that you encounter already before getting down to your research, will also be shown in your subject of study - if you eventually do get to observe Chinese classrooms.

I suspect that much of what you experience now, derives from those classroom experiences.

@michael2015 I have a contact at the Pu'er University and she already talked to her department and with the headmaster. For this year they have a strict examination system to follow, so they would reject every foreigner. They really wanted to help me (and I would pay the tuition fee) but for this year there is no chance, sadly.

I already lived in yunnan for one year, close to pu‘er, and I was a volunteer for English teaching and we also had volunteers in pu‘er. So I already know the schools and a bit of the background. I think pu‘er is very interesting and I want to focus not on a „big“ city, also I want to consider if i can expand my fieldwork at schools in the countryside, but i would decide this during fieldwork

They have a deadline of March 30 however so you've missed it for next academic year. I guess you may already know the site.

Step 1. Prepare the following documents
1. All educational docs’ degrees and transcripts notarized
2. Two recommendation letters associate prof and above
3. Foreign physical examination form (photo copy)
4. Proposal not more than two pages
5. Articles or publications if any
6. Experience certificate if any
7. Awards if any
8. Other certificates if any
9. Passport copy
Step 2. Select the Universities related to your field and fill relevant University International Student admission form
Step 3. Fill the CSC scholarship form
Step 1. Go to this site "studyinchina.csc.edu.cn"
Step 2. Register your self
Step 3. fill the form
Step 4. Finally submit the form
Step 5. Download it
Step 6. Print it
Step 7. Past your photo on it
Step 8. Make set of above all docs
Step 9. Make a photo copy this docs
Step 10. Two sets one original notarized and one photo copy send to relevant university directly

today i finally got an answer from the Yunnan Normal University. Fun fact, they recommended me to contact the Pu'er University, because they think Yunnan Normal University ist too far away from the place I want to do fieldwork (around 5 hour with the bus), but they are happy that I want to do research in Yunnan. So, it´s the same as before, but having an answer after sending more than 40 mails (only two to Yunnan Normal University) already makes me relieved that someone read it.
