Central plaza on top floor of Nanya shopping mall has a quite a good one I like if it's anywhere near you. Can't remember name but I think it's an extension of the city garden hotpot it's opposite.

They have some nice fancy food in there :)

Bluebird - Green Lake. Look it up in the Listings section of gokm.

Mangiamo italian restaurant on the top of nan ya feng qing yuan is pretty darn solid. Lots of home grown veggies and handmade pasta and olive oil etc. Great date place.

You didn't mention your price range.

Wildfire at the Crowne Plaza on Qingnian Lu would be my choice.

The beef is excellent (imported from Australia), the chefs know how to cook and the wait staff is properly trained.

Humdinger is romantic on the soul trio night. Place dims and candlelight. Food is good, but American, and only the burger is beef.

I think there is a French style restaurant in the Intercontinental. I don't think hotel restaurants are romantic, no matter how fancy. If you have a room there, there then different story :)
