The name "Spring City" was given long before the huge number of private cars existed in Kunming, and also long before the recent population boom.
It should be obvious that pollution is cause by people. Increase the population - increase the pollution.

@Peter99. If you have a good view like AlPage48 or me, then you know the aqi matches up pretty well with how hazy it is. If it didn't, I wouldn't bother with aqi.
Of course they are manipulated by a fifty-sixty method here or there, nobody has said anyone was trying to change 1000 to 100.
Also "spring city" probably refers more to the climate rather than (in past low) level of pollution.
If you must choose between a polluted city with bad climate and a polluted city with better climate...
