The US Embassy's note read's "...media reports ALLEGING that terrorists..."

So the MEDIA reports are unsubstantiated - however the US Embassy decided to potentially err on the side of caution. I RARELY laud the US Embassy/Consulates as I feel their service fees for US citizens are fraudulent - seeing as we can send BILLIONS overseas to CORRUPT foreign countries and administrations, but we citizens don't have healthcare, have a retirement system that may not exist when we retire, and charge for government services that should be paid for by our taxes - to their credit - their budget and fees are set by the US State Department - also known as "how to pass the buck" for responsibility.

In THIS case, though - Kudos to the US Embassy for exercising common sense on behalf of it's traveling citizens.

'Err on the side of caution' is fine, as long as it is recognized as such, so that it does not contribute to hysteria over 'terrorism' (usually defined either too narrowly or too broadly) and the rapidly-developing and mutually-reinforcing bigotry of Muslims (in particular)-vs.-nonmuslims - things which I think the overuse of red-yellow-green-orange etc. 'terrorist alerts' by the US government have contributed to, perhaps intentionally, over more than 15 years now. I think it was Goebbels who said something like "It's easy to control people - first convince them they're in great danger, and then tell them you will protect them." When this leads to the demonization of, for example, all Muslims, it tends to become a self-fulfilling prophecy by strengthening the minority of assholes on both sides. Behind all such operations there are nearly always vested interests of a different nature.

I have seen a notice to one of the Kunming military hospitals from the Sichuan Army area authority warning about possible Xinjiang terrorist attacks over the CNY holidays, so it seems that the army is taking the threat seriously.

I am more cynical. In a culture where govenrmnets play with statistics, and at a time when some people are pushing the 'war on terror' agenda in the face of the rise of ISIL.
If you report all threats, including those not coming from credible sources, be they the media or internet (remember the 40 minutes to launch WMDs report and its effects), you can significantly boost the statistics; compared to just counting the credible threats. The State Department will now add this to its figures for terrorist threats issued in travel advice to US citizens around the world. I can almost see the report, 'The State Department issued X warnings (unspecified) for N countries (unnamed) this year'.

If you see what the police and politicians actually do with crime figures, this would not surprise you.

Regards the military notifying their own establishments of the threat. It is the same as the doubling of security at the Boston Marathon in 2014. Another example is that the British armed forces used to be put on a high state of alert every year for 'Bobby Sands' Birthday'. Even though nothing ever happened. Why? Because it was an anniversary, which is an attractive opportunity for either copy cats, or a repeat performance.

SOP, no need for alarm.
