I live in one of those areas you mentioned, and while the water pressure is usually steady, it still shuts off occasionally. So I think no one is immune.
I used to live in the area that had the local council water workers and their families. Water reportedly never shut off ever.... The community had their own water tower and everything. South of the Iron Man on Renmin Xi Lu.
I have been renting in Xi Shan District for the last 8 years. Never had any water issues. The pressure is so good that the toilet valve popped one day and I had to shut off the main to repair it. Just recently changed to the new gas system also. The place I bought a few months ago has no problems either. Lots of places without water pressure problems. This is why I am so baffled at previous posts where people talk about water rationing and saving water in bathtubs and pots. Water has worked 24/7 for the last 8 years and counting. Then again, I don't need to live near the city center. I have buses 62, 82, 101, 148, 153, 175 right outside my door.
I was going to buy a place along Dian Chi Lu in Xi Shan district, until the the owner admitted to me the water shutoff problems they had been having. Getting a place with good water pressure especially during the drought season is at the very top of my requirement list.
Without going in to the details - suggest one live in the neighborhood of any large sauna.
KM is still in the throes of major apartment construction projects. The newer projects will have access to better electricity, gas, and water - both potable and waste.
As an alternative - as noted above - look for compounds predominantly populated by government workers and officials.

That may depend on where the sauna gets it's water. We live by the north bus station and there is a huge sauna there. It has it's own water supply that is brought in by truck!
We've never had water shut off because of a shortage, but there are those occasional times when they shut the water off to clean the pressure tanks on the roof. Those are good days to spend at the sauna.
My wife decided to buy something ancient near Renmin Xi Lu. Let's pray to the water pressure gods everything works out okay.
