my company has suggested for me a relocation to Kunming.
i have one daughter and she is 7 years old.
my daughter has diabetes and sometimes need health care, we are worry about this issue and
we want know from you experience if there is good medical frame in Kunming.
and what about medical insurance, is it help in this situation?

Negotiate a policy with your company that covers health care outside of China and includes medical evacuation. This way you can see doctors in HK or Thailand or even home if necessary. Also, if possible bring any medication you can with you.

Kunming has acceptable treatments for diabetes, depending on the severity. While here - you may also wish to visit the Traditional Chinese Medicine physicians to see if they can help treat the affliction naturally as most western diabetic meds build up both resistance and toxicity within the body.

One of my Aussie friends needed to bring his own insulin from Oz as the local variety was of an older type. Not sure if this is still the case.
I wouldn't move to Kunming if one of my kids needed specialised regular medical care.

To be clear, a medical evacuation is for authorized medical emergencies only. But a flight to HK or Bangkok/Chiangmai is under 2 hours, and not extremely costly so you have the option to go there if you desire. But doing this with your daughter more than once every two months would feel burdensome cost and timewise.
I would agree with Yuantongsi about specialized medical care. Thus, if your daughter has other complications from or in addition to diabetes, then Kunming may not be the best choice. However, children's diabetes is a disease hospitals in Kunming would be familiar with, so you could get local treatment and supplies. It just might be different in quality than what you are used to.
Taufic, I regularly bring in 6 months' supply of a daily medicine from Hong Kong.
Plenty of kids get specialized regular medical care in Kunming.
