Water in Kunming

And again, in my apartment there is no water supply. I have saved some water, but why they never tell when this is going to happen? My answer is because people here never complain about anything. That is why people throw garbage in the street, cars and pedestrian the cross the roads at the same time. Complaining would be a lack of "patience" and will break the harmony of the environment. 30 years ago in my country water was also shut down without advertisement in summer, until complains appeared. They will now inform us one week in advance where and when they stop the water supply because they always need to repair water pipes.

Yunnan in general suffers from a general lack of professionalism and customer-oriented service.

The only way to resolve this issue is to dilute the population, as the populace has proven quite resilient to various attempts at conquering the malaise.

This malaise is also common in many tropical lands.

Strange, I thought that this only happens during the spring. Didn't I just read recently that the reservoirs were overflowing from record rainfall?

What section of Kunming is least affected by water shortages?

People do complain, but don't always see actions being taken by those who are supposed to be implimenting the rules.
Employees are often annoyed when being asked to do the job they were assigned to do and prefer to spend most of their resources trying to find excuses to avoid working. You almost have to apologise when asking them to do a task.

@Alien: I Think laotou is referring to the large number of unwashed non Han Chinese living in Kunming. Uighurs and Tibetans populations are being diluted by the government sponsored, and often financed, migration of superior Han peoples into Tibet and Xinjiang.

Thus diluting the 民族 of Kunming with 汉族 which will improve professionalism and customer-oriented service. Please note, this is not racism or ethnic bias, it is simple acknowledgement of the obvious 汉族 superiority.

The true root of this problem is the USA.

@alien
Dilute the population = import large state-owned companies along with importing employees NOT from Yunnan - mixed with local hires.

@dazzer
To import government talent, such as Qiu He (debatable - but I liked him), he has to bring his entire management team with him (trust issue). Once he hits the ground, he's got to look for a very senior echelon halfwit to make an example of, and keep terminating or demoting until the rank and file toe the line. This is the Chinese way - and it's been implemented this way for millenia.

This is also the way of very experienced executives - they bring their own executive management team with them.

If they don't bring or negotiate to bring a team with them - you should be worried - they're probably only there for the golden parachute...short-timers.

@Geezer: root of what problem is in the USA? And it sounds to me that you're equating superior professionalism and customer service with superiority generally - but isn't even this superiority mostly a matter of those who have had more access to education vs. those who have had less? Perhaps there might be an imbalance in educational opportunities in China (duhh)?
@Laotou: thanks for your explanation of diluting - I'm not sure if I agree with you or not, but 'diluting' is a scary term when not explained. And diluting (in your terms) in some areas of China, on perhaps a less-than-even-handed, somewhat authoritarian basis, has noticeably annoyed some people, as you can tell by following the news.
