I take it you mean 'community of foreigners'. I'm not sure that there's only one, but you might start at Salvador's Coffee Shop to meet foreigners and some Chinese who speak English. Some francophones hang out at the French Cafe, just around the corner from Salvador's. And the foreign (mostly US) Protestant Christian folks are likely to be found at the Wicker Basket (bakery-restaurant - excellent bread - 2 locations), as well as at their English-language church services.

we all spread out, but we all encounter other foreigners at big events. there is the daily drinker crowd, the we hate everything crowd, the elderly hipsters, musician crowd, debbie downers, the stuck up crowd that cant speak chinese and depend on their wife crowd, and a bunch of other cliques. check out the events, and weed out the people you dont like. if they start a convo on how long theyve been in kunming and cant even couunt to 5 in chinese, avoid them.. ill add your wechat and help with what i can.
