My friend was there two weeks ago. He was denied his work visa on the grounds he hadn't lived in Thailand for at least six months and was told to go to his home country to process. This was Bangkok. However my other friend was in Chiang Mai in February and got her work visa with no problems.
On another thread some time ago it said that the employer had to give written notice for the visa to be issued in a place other than the home country.
The Chinese embassy Bangkok website also specifically states that visas can only be issued for Thai citizens or permanent residents.

My friends invitation letter said Thailand on it, however they still would not process it.
My other friends invitation letter specifically said Chiang Mai and was processed without any problems.
Seems it's just luck of the draw.
I don't think it is luck of the drawer. I think Chang Mai is no problem, and Bangkok is no way. I believe it has been that way for some considerable time now.
Just did mine in Chiang Mai this week. No problems. 1100 Baht for 4 day processing. 24hr processing also available.
